For instance in my example earlier you might have helped the US widget company initially but it makes anything made with that widget more expensive so you might well drive that whole chain of industry out of business, and with it the US widget company you were trying to save.
Tariffs are best when you are trying to save an industry that's important to a countries security rather than trying to prop up a noncompetitive commercial enterprise.
