For general usage which would be better, especially long term? I'm looking at LG Gram laptops and last year's model has the 32gb or slower ram while this year's model comes with 16gb faster ram, at the same price. It's soldered in so what I get is what I'll have, so it's between faster/less over slower/more ram.

I typically avoid computers that are made hard to upgrade/repair, but if you have to choose between the two, I tend to agree go with the larger RAM amount in general. That said you may also consider what CPU is used and what SSD.

LPDDR5-5200 is dog slow in MT tasks. I know coz I tested a 7520U LPDDR5-5500 laptop in Rapydmark and it was ATROCIOUSLY slow. The person whose laptop I was running the benchmark on got pretty impatient. If multithreaded tasks are a priority and you could make do with 16GB RAM, I would suggest the higher speed RAM. However, for casual tasks such as browsing, 32GB is the minimum recommended from my point of view (I'm crazy with multitabbed browsing).

That could have been a memory system configuration choice by the system designer/manufacturer in that product, to decrease thermal dissipation, lower power consumption, etc.

What if every other manufacturer is doing the same thing in Ryzen laptops, for reduced noise and thermal output? What's worse is not giving the option for increased performance, probably coz they skimped on the build and the laptop chassis can't handle the extra heat? Personally, I was extremely disappointed with LPDDR5. If it's so bad, they should do a tiered approach where at least the first 8GB is faster, lower latency RAM and the slower RAM only gets used when really needed.
