I'm curious-why didn't you include what I see as probably most significant, which is the post Soviet Union collapse negotiations between USA, Russia and Ukraine to remove nuclear weapons from Ukraine (it had a lot of USSR missile silos and equipped nuclear missiles. Those negotiations result in tri-party signed agreements to remove the nuclear weapons, destroy them (with USA and Russia actively participating in that destruction) and both Russia and US agreeing not to attack or invade Ukraine.

The Russian reserve bank has relaxed some currency restrictions on its exporters. They did this since Putin wants more Rubles from its oil and gas exports.
