"Any person who uses or is addicted to marijuana, regardless of whether his or her state has passed legislation authorizing marijuana use for medicinal purposes, is an unlawful user of or addicted to a controlled substance, and is prohibited by federal law from possessing firearms or ammunition," the ATF says, and should disclose substance use on Form 4473 by selecting "yes" on question 21.f.

Kentucky NORML, an organization focused on reforming Kentucky cannabis legislation, said medical patients "may face conflicts with firearm ownership under federal law, even if state laws permit both" when asked if they are an "unlawful user" of a controlled substance.
