I'm surprised Nvidia didn't burn that research paper so that it doesn't go against their current marketing narrative that you need proper RT hardware to do realistic, real-time GI.This game uses Voxel cone tracing instead of ray tracing for global illumination. These devs are really smart.
This is an NV paper from 2011 talking about this method. It doesn’t require RT hardware.

I could see them limiting review samples to reviewers that only agree to test certain titles, or only if they agree to test with FSR enabled, or only test with RT enabled, etc. Or i can see their NDA having lots of terms/conditions to try to make their cards seen in the best light. They don't have to do it in ways that create so much friction. You can read about the way Bioware discreetly influenced the reviews for Dragon Age Veilguard, they essentially made sure the reviewers more likely to be positively impressed were given faster access to the game.
