Yes. The state needs to step in and stop subsidizing the water use for farming. If they charged market rates for water, certain types of water-intensive agriculture would no longer be very appealing.But PHX alone can't control the usage. It's largely corporate farms they're competing with. And there are in fact areas of the metro already going dry (Scottsdale fringes).
