I was thinking this. Jello Biafra has to impersonate the Mad Emperor, it's his forte. I don't know what Jello's doing now, but he could team up with any number of people or groups and put one out if he's OK. He did some with No Means No, IIRC. AFA Dead Kennedys goes, there was a ton of dissension in the group concerning using their songs in commercials, IIRC. Jello said FUCK NO!! That was years ago. But the acrimony was intense.
