I don't know if that is necessarily the purpose here. I suspect it's more along the lines of permanently damaging the agency should a court or Congress order the reversal of the damage and the reconstitution of USAID.Must hide the evidence that there was no evidence of fraud.

- An estimated 500,000 people could die within a year without American funding for vaccines.
- An estimated 550,000 people could die within a year without American funding for food aid.
- An estimated 290,000 people could die within a year without American funding for malaria prevention.
- An estimated 310,000 people could die within a year without U.S. funding for tuberculosis prevention.

Yes, US soft power has not always used for the good of the people who's countries we were or were not in (like, no shit - US foreign policy was historically tailored to meet US specific interests, just like every other country tailors their foreign policy for their own interests).
