IMO - I think this is a way to prod Tesla owners into changing their cars and scaring off future Tesla buyers. This is less harm than what Musk is already doing to the country.

This is a "the other side is doing worse" argument.
It's doxxing, plain and simple. If the people on that list were actively advocating some shit then there might be just cause for it depending on the nature of the advocacy.
I don't know how far Musk's public far-right-ness goes back, so where should the "people should have known better by X date" line be drawn? Also, when I buy a car, I drop a significant (for me) amount of money on it, not an amount I can simply write off as a suboptimal decision. I can't imagine what it would be like to find out that the brand is on a huge shit list after the fact.
I don't own a Tesla, I have no plans to ever buy one (partly for obvious political reasons), I'm just saying that most people (in my society? on the planet?) can't afford to buy a car and then write the whole thing off.
If these people end up getting violently targeted, they're being targeted because they bought a particular brand car, with very likely no further attention to detail. It's not morally right, and it would be cowardly to go after them.
If you're angry at the system, then go after those who are an active part of that system.
