The problem is that while that might be true once in the US; they have to pass through custom to get into the us and if they are blocked from entering the us i'm not sure it is true either way. It's pretty shitty to issue people visas to visit and then rug pull at the border. But why should we expect better from people who relish being cruel? If CBP decides to deny entry for any reason then the person in question should immediately (and in a language they understand) be given the option to return to their country of citizenship on the next available transportation. To be very clear, most of the Constitution follows the notion that rights are self evident and that all people share them, whether you're in the US or not, whether you're a citizen or not.
