USAID has a yearly budget of ~$23 billion. Even if we assumed all these expenditures happened in a single year (and they very, VERY much did not) and that the entirety of the expenditure was bad, that would comprise about 1% of USAID's budget. If you remove the 20 year old Afghan war expenditures it comprises 0.08% of USAID's budget. If you spread them over the actual time frame in question it's a number so small you probably need scientific notation to express it readably.
Even if you take their claims to want efficiency at face value (LOL) this is one of the most incompetent efforts at efficiency in history.
What you are missing and a lot of these 'trans' laws across the nation is that there are very few trans. While you might argue that a single surgery @50,000 is a waste - I would argue it is less wasteful than the 10's if not 100's of million Trump waste playing golf while president.
