He's declaring fake emergencies to use emergency/war powers exemptions that Congress built into the law. It's really fake bullshit (there is no real emergency), and he should be called out on it more, in addition to the unilateral tax he wants to impose on Americans as he also ruins the soft landing post-covid economy.
