The Senate has the power to block these cuts because it takes 60 votes. If you give up that power then you are ceding power to the executive. Constitutionality is not in question. Giving up your power is.That isn't conceding congressional power to Trump, that is approving Trump's and Musks cuts. The article is also talking about changing it so it only requires majority to pass and not 60 votes. As I said, techniqually, Congress can't conceed it's power to the executive branch (Trump) without amending the constitution, as the constituion dictates what powers each branch has, not Congress and not the President.
