It's one thing to legislatively reduce funding and wind down programs, but that's not what happened. He illegally and abruptly ended programs, leaving everyone twisting in the wind to die.

When the thing you're doing is still considered illegal and the people doing the illegal things are still pretending like they care about the law, you want to do it as fast as possible so it can't be undone by the law. If what you are doing is undermined by the law you're trying to nullify, it makes you look weak. Fascists and bullies alike only have power because they seem strong.
