Not buying it. There aren’t a lot of scenarios where 8ish ms of input latency is detectable to the user. But even normal people see and feel the impact of going from 60 to 120 fps.
Point of clarification: does v-cache only mean 3d cache or could it include additional cache on the base apu layer? It’s not clear to me why you would use the former when you need to produce a separate apu anyway and stacking would add to the cooling challenge of a mobile part.

Intel's R&D isn't free either, and they also get huge margins. And it's not like M1 is a ground up design. Apple can spread that cost over Macs and the hundreds of millions of iOS devices it sells.
