Are you using powerstrip to output to the tv or the ati drivers? If you using the ati drivers try using powerstrip. It will allow you to use different resoluting and refresh rates which will allow you to match perfect sync with the tv. 720p mode is widescreen resolution.
Do a google for dosbox. It a program thats emulates a full x86 computer for windows 2k/xp, linux, and open bsd. Don't know if it will work for your situation, but it fully support Civillization I with v. 0.61.
