I played MaxPayne3 on a HD7850 at 1920x1080 with most settings turned up (went easy on the AA though) and it played just fine. That is assuming you can find one within your budget.
How old is your PSU? This could be the culprit. I also had coil whine with two different 7950s, a GTX 770, and a GTX 780. Finally decided it must be my system so changed PSU. Coil whine gone.

Tell that to the guys over at overclock.net. Granted most try to avoid temps in the 80s, but it is not an uncommon for the 7950 without 3rd party cooler.
Don't care how well it overclocks as long as it is a nice jump in CPU performance vs everything else, like how core2 crushed everything when it came out. If it is only 10-15% might as well get an Ivy setup.
PSU does seems suspect. A good quality 450w should be enough, but many "cheap" units can't output what it advertises.
Also, did you go into the motherboard BIOS and select PCI-E as your primary display source?
When I researched benches when the 7850 came out, most charts showed about double performance (overall) than my 4850s. Of course the 4850 only had 512MB vram, so that accounts for some of that increase.
I should add that I measured the R7950 myself. About 10.5 from edge to edge (including the slight overhang from the cooler) or 10.75 including the lip of the case bracket where you lock the card down in the case.
MSI TF3 R7950 is right around 10.5-10.75 inches. Order from Amazon if you have prime. No problems with a return in case it doesn't fit. The new game bundle is also good there.

Have you tried unlocking the fourth core on that Phenom? If your board supports it, it will provide a nice boost for a new GPU. Anyway here are my recommendations:

At 1920x1080, I personally think the 7870 is enough, especially if it is Tahiti LE (revised 7900 series) based core. 2GB is also plenty at that resolution.
