Definitely looks like some noise reduction going on. However you also have re-sized this photo to smaller than the original which also has the side effect of reducing apparent noise and making things looks a bit sharper. All that said however....it looks pretty damn good for 6400!
You know you can get an Android phone and just not run any google services right? IE: Get a Nexus 5, load Cyanogenmod without Gapps, install the Amazon app store and/or other 3rd party app store and go from there... Google free.
