Your best bet probably is to just colocate a server or lease a dedicated from somewhere... Servers operating at home usually aren't very practical. Datacenters have big fat connections, cooling, and backup.

You might as well get RAID... It's a big performance boost for not much more.. And you say you want 3 drives, but it doesnt matter how many physical drives you have because you can partition them.

I would stay away from VB.... The techniques used in VB arent as similar to other programming languages as C++ or Java would purhaps. I'd probably reccomend starting with Javascript or Java, just because that is similar to C#. You could also start with C++ or a scripting language like perl...
