I don't think what you were describing is the same issue.
The issue was noticeable if you also used the ALT+R shortcut to open the software it was slow to load.
What you are describing above I just checked on my system and that is always there for me don't need to do it twice.
There were alot of people that bought 16 Cores 5950x and never used the additional cores so I think you are not alone in this switch.
Its the same reason I never moved pasted 8 cores on AM4 just don't have work flows that need more cores.
I've seen that "hardware has changed" message the last few driver updates and usually do a second reboot after driver install. The SAM thing also notice but a few driver version ago the last few drivers it was enabled after install.

I think Win 10 helps and not having the nv driver overhead maybe the difference.

I've only noticed it on this game and I knew it right away as I played the playtest alpha and had no issues with that.
Found a fix for this game that doesn't require a driver roll back.
You have to delete this "saved" folder game will rebuild shader cache and now no stutter for frame drops...
Also found another issue.
If you play delta force with these drivers there is inconsistent frame rate and stuttering current fix is to roll back to 24.8.1

Was there talk in the past about hoping they can separate the voltage that goes to the V-cache from the regular voltage going to the rest of the core to help with this.
Marketing knows what they are doing they fudge the numbers just enough so that can't be taken to court over it. i'm sure legal reviews this stuff before it gets sent out lol.
