sounds like xp issue, i'll try to figure it out.. doesn't sound like HD though... maybe XP config issue, could be virus, memory, conflicts, etc...

lights, fans, HDs, extras bring up the wattage, you could get by with a 250w on a p4 with a really barebone system.. a p5, next gen amd wont be more than that.

9800 Pro you can get for around 300-350, the 9800xt is like 500, and you'll only see a 5-10% increase over stock 9800pro output...

with a test of 99 average, 100max, and 66 low, it means you're virtually Running a Constant 100 the whole time, theres some reason why it wont bump over 100

with my laptop (a sager) I just plug and play, do it before loading though, as i believe the ps/2 connector can be fickle about that..
although USB should be nicer about it.

That's glaring me as the most likely suspect.
