Burning software which will put MP3s into a regular audio CD

The current version of any commercial recording software will do this (in its Audio CD option), such as Nero, RecordNow!, or Roxio. Most of these have been able to do this for several versions.... I haven't used any freeware burning programs, so I can't testify to those.

Soundcard needed in dedicated server?

AFAIK, the only important thing is for the client to have a soundcard. A sound card installed on the server shouldn't matter at all, as you're not sitting on a terminal server (the actual server machine) and listening for sounds, you're using a client. A large server used for terminal server...
