On BIOS reporting, yes, but at 133/133 FSB the CPU is at 1.47 Ghz (1700+ speeds). AIDA32 reports it as a mobile XP 1700+ and My Computer properties shows it as a Athlon XP 2100+. I bumped the FSB to 144 and I get 1.63 Ghz

I have an MSI KT3 Ultra2 (680E?) motherboard and I started getting this problem when I flashed to the latest BIOS (5.7, 2-2x-2003). At 133/133, my CPU is being identified as a mobile XP 1700+ with clock speed @ 1.47ghz. I did not have this problem with the previous version. Any ideas?

I'm using stock cooling on my PNY GF4 ti4200 64mb and the speeds are left at 275/551 (from 250/513). I think the 92mm stealth fan that's taped to the bottom of the case is helping out a little bit since it's blowing in the gf4's direction.

Try the Vantec Aeroflow, as it should be ok for you. If you do get the SLK800, make sure your motherboard has the proper clearance so it's not bumping into resistors or blocking a RAM slot or two.
Get either a Volcano 9 or 11, remove the jumper and attach the rheostat so the fan speed could be manually adjusted. You can make it go from screaming to silent if you want, mine's somewhere in mid-high (4000s RPM range)
