Two things probably going on:
1. Most (90%) computer case fans and cpu fans are ball-bearing (as opposed to sleave-bearing). They are as a consequence more difficult to get to start spinning. Most fan control systems (ie, thermistors, rheostats, fan buses, motherboards, power supplies, etc)...
The 865PE defintely DOES NOT support the 400Mhz FSB. That's 100 QPB x 4, Willy core. The 865PE supports 533 or 800; the 865P (those are different) supports 533 and 400, but not the new 800Mhz FSB. The 865P is really just an 845PE with ICH5.
