I have WD My book 4tb external HD for few years. Suddenly it started losing transfer rate and down to 0. I have other WD drive, no issue. I tried on different laptop same problem. Transfer start with good rate than suddenly started going down.
My Hotmail account account hacked 3rd time in recent months. Someone can send junk E-mails from my account to my contact list. I changed password, still same issue. what is the remedy? Does it has anything to do with facebook account?

Please excuse me..I have few stupid questions
1. I want to install WinXP on another partition (Drive) and later make that drive C:\ drive (with OS) and install all the prograns from fresh.
I have winXP running from C:\drive.
2. Is it possible to move all my drives and setting from one...
For some reason my HD crashed and wipeout my WinXP pro OS. I installed OS on onther drive. Is there anyway I can transfer all my setting, drivers, prog from old drive new and associate with new OS without reinstalling everything again?

I tried to use both DHCP and fix IP. I am not using same IP twice. I did not not see any problem in device manager. I can ping loopback IP 127.0.0.1 successfully. I already try step 1 and step 2 JackMDS suggested.
