I am running an AM2 Sempron 3000 with this board, and am having the same issue with soft reboots. I played around a bit, and found that the inability to "soft boot" starts at around 225-227 on the CPU frequency, at least for me. That was regardless of whether I dropped the ram...
I believe I ran a memory test on the kingston ram and it came up fine. I assume by ram speed you mean clock speed (since I don't know how to adjust any of the other stuff like timings). It is set 1:1 with the FSB, which is 333.
