The point of the speech is for Kerry to reach out to voters. It is not a speech meant to debate policy. He doesn't want to put ideas too far out of the average voter's reach. George Bush will likely do the same.

The reason this bill had no cosponsors is because it was redundant. There was a bill that had these cuts in it already either in committee at the time, or waiting for a floor vote. The bill that came to the floor was the GOP bill. The cuts in the GOP bill were far larger than what kerry had...
