    This school's on Internet2 so they definitely have the internet connection to support this but the bigger question is why they feel the need that every student in the dorm needs this. Internet2 is used for highly specific net applications which the average biology student isn't going to need.

    Just set up an FTP server. Almost all of them keep logs. No, you don't need a monitor except when you initially configure it. If you know anything about Linux, I'd go with Linux since the FTP servers for it are free and it's easy to administer remotely, without a monitor.
