There are two versions 3.03 and 3.08, the version you want/need is the 3.03 as it is much quicker to crunch than the 3.08. :)
According to the designer of Driver Dual processers are meant to run two processes as well as using the affinity setting. HT CPU's should just run two processes without affinity.
I'm not sure what you mean by SetiQ having affinity setting as I always use Driver myself but if you look at Task...

If you get one of those make sure you look at overclocking it by cutting the wire on the JEN jumper and replacing it with the 3 pin jumper. It'll give you an option to OC to 181 ish ie take a Barton too.

Also it does depend which version of the 1600Duron you have. A Athlon A or B. The A core is not as god for O/Cing and also the green substrate is better than the brown.
It may be you have hit the limit of your chip without bumping the Vcore, but the GC is a good point to try.

The Ram would be my fav to start with, DDR2100 is only good to 166 if you have top quality Ram and are lucky or can you loosen the timings to bump it some more. The other mod you can do is to bridge some L11 gaps to bump the vcore on the CPU. The L5 mod won't work with NForce boards however, but...
If you want to try then close the L5 bridge which will make the multiple default to 11.
Hope this helps tho I reckon getting it running on high FSB with default 12 multi would be good enough for now. hasinfo on the mod an dthe likely O/C depending on the type.

I'm surprised that Duron isn't running that WU quicker than that. My Duron 1300 (stock timing, 13x100Mhz)runs an average of 4:50 and will complete a high mid-angle WU like you had in under that. The quickest I have had is about 4:22 so either you have a big upside in that chip or I would have...

The 533Mhz FSB is a Quad Pumped 133Mhz speed which is why PC2100 is needed.
But if you are looking to OVerclock I would look at PC2700 (166) to give yourself an overhead.
TA has AFAIK on average always underproduced BBR
BUT where TA succeeds is their recruitment and this what has kept TA ahead for so long.
