Do you have a microcenter near you? Every so often they have great deals. Back in 2013 I got my i7 3770k for $230 and asus p8z77-vlk for $125. And its still going strong. I have it overclocked to 4.6GHz and just upgrade to 24GB of ram.

I have a noctua and I love it. It keeps my cpu chilly. My i7 3770k is overclocked from 3.5 GHz to 4.6GHz with it. And I usually keep it on the low fan setting unless I'm under full load, then I bump it up to the high fan setting. It's one big mofo though. I have to be careful of the ram I buy...

You'll want to be able to return it if needed. The used cpu I bought a while back, i7 980x, had a bent pin and I was able to return it. Even when buying new you'll want a return policy too. You want to test everything out that you can before the return policy time is up. So run memtest, etc...
