I have the 480W version with an Athlon 64 and it hasn't given me any problems. It seems like a solid PSU so i would think the 420W version will work out just fine for you.

Prices should settle down by then on the 939 chips, but there will not be DDR2 for the Athlon 64 for a long time, the chip doesn't need it. Those high end graphics cards will still cost you a fortune though.
You can get a very nice computer for 3,000. Unfortunatly 4 GB of Ram by itself costs around 2,000. The FX is at about 700 and a motherboard should be around 150. That 3,000 mark isn't quite enough for that kind of a system.
I have no doubt that 939 chips will be expensive when they first come out, I would guess at least $400 since that was the 3200's price at launch and possibly higher into the 500 range. Its new technology, so you'll pay for it.
He put it bluntly, but he is right. New generation cards next month and price drops on old cards when the newer ones hit the market make it really illogical to buya card now unless you desperatly need it.
If you are using Windows check if the ripping program you are using has a high or realtime priority level in task manager, that will slow down your system pretty well.

But seriously, I would guess later this year with the arrival of LGA, PCI-E, and DDR2 when Intel decides that the thermal qualifications of ATX just aren't cutting it.
