How can I transfer data on hard drives?

Yes, you want to use imaging software like Norton Ghost or Acronis TrueImage. Easiest would be to connect both hard drives to the same system with a third drive installed that has enough space to back up both the others. And obviously you need to have less than 40GB of data on the 200GB drive.

I used Acronis True Image 10 to clone my drive

Try looking in the OS forum if you're getting permission errors on the files. I believe you will need to take ownership of them if you are trying to read them from another system (and you'll need to be logged in as an administrator on your current system to do so.)

How to isolate a reoccuring "IRQL NOT LESS OR EQUAL" BSOD

Actually, IRQL_NOT_LESS_OR_EQUAL is extremely common if your memory is unstable. Although a misbehaving driver is the other likely suspect. Other than CPU/RAM instability or a bad kernel-mode driver, there is little that can cause this sort of failure.

If they set reasonable speed limits (ie, more like 75-85mph for the fast lanes, which is what everybody drives in light/no traffic anyway) on all highways and actually enforced reckless driving for things like tailgating five feet off someone's bumper at highway speed -- maybe.

It won't turn on if you just plug it in. You can short the green wire to any black wire momentarily with a paper clip or similar object to get it to turn on. Don't leave it on like this without a load, though; it might damage the PSU.

Your question makes more sense now. Yes, it is referring to the polymorph used by NPC mobs, and NOT the spell that Mage-class PCs can cast (hence why it is in the NPC section, where they also discussed things like changes to mob cleaves). The 20-second duration was a little ridiculous.
