Completely shutting it off will obviously solve your problem, though you won't be able to quickly turn on your computer anymore if you do so. Try temporarily disabling these automated tasks using the Task Scheduler (use the Start Menu search bar to find this program) and see if that solves...

Maximized windows hide behind Start bar..??

I think this has something to do with your video settings. Try rolling back your video drivers and changing the resolution. I never had this exact problem, but this was what I did when my mouse was able to scroll off the screen into nothingness.

Windows XP repair.......problems

First try waiting a long time at the black screen. Then format the hard drive with a CD for any other operating system and do a reinstall. I think you can do the hard drive formatting from an XP disk, too, but I don't really remember.

Vista start menu

In my opinion, the #1 thing that will save you time with the new Start Menu is the instant search bar. If you haven't tried using this feature extensively, well, you should. :)

I'd say stick with 32-bit for compatibility reasons. But, of course, if you plan to upgrade the RAM later, then get 64-bit now.

Do you use Vista's UAC?

I leave UAC turned on, and I use TweakUAC to put it into silent mode only when I know I'll be doing a lot of administrator-level activities with the computer using programs I trust.

One inelegant but functional way to do it is to use the Free FLV Converter and a standard .avi movie editor. Otherwise you'd probably need a Flash software package.

Installing XP Pro SP2

I do not think installing SP2 will be a bad thing, as long as it does not aversely affect your applications. I have heard that the Wireless Zero support for SP2 is stable and good, so you should definitely try it out. Turn off Windows Firewall after install and stick with ZoneAlarm, though...

Why do people build very expensive gaming machines?

This will be easier if you have XP Pro, which is intended for these corporate situations. Using NTFS permissions, gpedit.msc settings, locking settings when there is an option to, and possibly using the MMC users thing.

You could also use the PATH command to tell the compiler a different place to look for the header files, although they might only be applicable to the libraries or compiler files. Never deviated from the recommended directories, so I wouldn't know.
