Dell LCD's - Warranty Transferrable?

Yup, call tech support, tell them you bought the monitor seperately, they'll ask for the serial number on the monitor. That serial number contains the manufactured date of the monitor, and they will honor the 3 year warranty from that date.

Apple is actually slower than PCs in adapting new memory technology. Up until about a year ago, their G4 lines, including the dual proc towers, were using PC133 SDRAM. Not sure if the G4s have shorter pipeline than P4s, probably so, but seems that procs that have higher IPC and better branch...

How do you share 1 monitor between PC & Mac?

Maybe look into a USB KVM, that way, you can use the MAC mouse and keyboard with the PC, or use PC USB mouse and keyboard with the Mac. It'll work better that way, not like you'll be using the other computer when you can't see the display from it.

IDE is IDE (for the most part). Power connectors are the same. Drive should work fine. I don't know of anything proprietary that Dell does for drives, except sometimes what they put on the drives in terms of partition and/or software. That shouldn't have any bearing on whether a DVD burner...

why does my PC lag even though i have 512MB of Ram???

Proc is fine. I've got ~400mhz systems playing DVDs fine. Only way that a new video card will help is by giving video card it's own memory, so that your system does not have to share it's memory bandwidth with video. For DVD playback, most video cards don't help your processor with DVD...
