Being totally free... and only 1 component upgrade... LCD would be my choice... sorry dont have any on hand to recommend but I would hunt down the biggest and baddest LCD since it is usually something you dont upgrade every year and be a costly upgrade.

I like my Antec TruControl 550 very much (until I put a 6800 Ultra in there) now I have the +12V adjustment control as far as it can go to barely get 12v on it.
Check your refresh rates in Windows would be my first step and trying different settings there... Also check your surroundings as well for anything that would cause interference... had cases where I plug a fan into an outlet elsewhere and turn it on it would cause the screen to shake....
I would say cable first... then DSL - I currently have DSL as its been the most reliable... when I had cable it would fall out of synch way too much for my tastes (specially in MMORPGs) - but when I go to download something I sure do miss the speed.

From my original post - my pausing for 30 secs and lockups were apparently direct result from crappy ole Audigy Drivers... loaded the KXProject Drivers and problems were solved - Hope Creative Labs does something about this because Im rather disappointed w/ them at the moment.

I have seen somewhat of the samething as well (running eVGA 6800 Ultra) - 1600x1200 Doom3 Ultra Settings when you first load a game it pauses for like 30 seconds (figured it was just loading the textures) - Then also I noticed it in UT2K4 (1600x1200) when first loading of the level it pauses...
