besides, you are not GUARANTEED the max speed. If they were really trying to scam everyone, they would give all of us the minimum guaranteed speed and say
"sorry, take that and get bent" Just go through the proper channels as listed above and be patient.

I believe the fan runs at somewhere near half speed unless you have a program such as ATI Tool.
Of course this also means that you are getting less then full cooling. If you turn the fan all the way up you will
see that it IS quite loud. You know that 3 seconds when the fan first spins up...
