Honestly you're best would likely be either a ubiquiti edgerouter or a pfsense router along with separate WAP's for wireless installed. I don't think a paying internet cafe should be going cheap with the home based wireless router's but that's just my opinion.

Most Reliable Budget Wifi Router?

My vote for this nowadays is ubiquiti. For your case, either the edgerouter or the unifi security gateway. Both are very reliable and low priced. They're both more or less set it and forget it devices as far as reliability. Couple it with a unifi AP and you've got a nice reliable setup.

If you can run a few network cables to the other floor's, nothing beats a hard wired WAP. Throw in a few Ubiquiti Unifi AP's and you'll have complete coverage. May even want to try a single Unifi LR unit installed on 2nd floor and see what the coverage is from a single unit, it may just work...

Deciding on a new router is a time consuming process

For what the typical all in one wireless router costs now, why not look into a ubiquiti edgerouter lite with a Unifi Lite AP or even the edgerouter 5 port poe with the same AP. The combined price is about the same and the performance will far exceed anything else.

Pfsense on a Virtual machine. NIC question

Pfsense can easily handle virtual interfaces via vlan, but it also can complicate things when trying to troubleshoot. I would highly recommend a minimum of two interfaces to atleast have the option for dedicated WAN and LAN interfaces. Pfsense is a very nice scalable platform

Switched from FIOS Actiontec router to my own router and wow, what a difference!

OP - if you're NOT using the verizon stb boxes, is there a reason you don't want to run a cat5 network cable from the ONT to your router and just completely remove the actiontec? Depending on your speed package, it may improve your connection even more.

Is there a reason to change the gateway from .1 to .254?

It's all personal preference. I've always set my gateways to .1 but have seen just as many other people with a preference for .254 for gateways. No hard rule or recommendation for this though.
