What's the problem with higher CPU temp? It is designed to support up to 90°C, so you have a good margin before its death :)
Although, if you want to lower the temp you must take a Thoroughbred (I think your motherboard support it).

I think the 3.3/5V rail is the most important for the CPU instead the 12V. Note that the ATX 2.03 PSUs have two independent rails of 12V (in theory): one of them is mostly used for Hard Disks' and CD-ROM's motors, and the another is for the CPU.

As Schadenfroh said, the difference between FX 5900 and FX 5900XT is the clock speed. If you take a FX 5900XT with good memory chips, you make a great deal, because with some overclocking (700 @ 850) you got a nearly performance of a 5900.
I agree with Brian48, but I think the Radeon 8500 is faster than the GeForce3 Ti200, even if its clock is 230/230. Of course, if you can overclock hardly the Ti200, the NVIDIA card is a better choice.
