It shouldn't be very hard at all. Just get some pliers for the little plastic screws and be gentle when removing the HS/F off the GPU core and you'll be fine.
I'd suggest this if you're looking for silence.
SATA 150 isn't any faster in the realworld than IDE 133 is. It's just a marketing gimmick for most SATA drives. If you go for SATA, assume the only benefits you'll receive is a newer interface and a smaller cable.

I'd also suggest Fortron as they have some well-priced quality units that would power your system very easily.
No need to break the bank wth this PSU.
1) If you aren't overclocking, there won't be much need for expensive OCing RAM. Timings are not that big of a concern either, as they don't effect performance heavily. Also, stick to NON-ECC and unbuffered for maximum compatibility/performance.

Why not look into getting the OCZ DDR Booster and grab some of the brands highlighted in this review? I may be wrong, I don't think there is any RAM out there that will do what you need it to without the extra juice.

Take a look at the building guide at the top of the forum. That should get you started on what parts you should be looking at. The AMD $1700 PC should be a good match for your needs
Sorry, but we can't very accurately guess power requirements in the future.
However, that PSU WILL power even the highest end desktop systems out there today.
BTX isn't even worth thinking about right now. Don't bother planning your upgrades around it.
Do go with PCI-E if you are building a new system, however.
Few questions first...
1) What are your system specs?
2) What games do you play?
3) What resolution do you play at? Any AA/AF?
EDIT: Also, what is you total budget for a new videocard?
Can you explain a little more about your issues? Is the drive picky about media? Have you checked to make sure it's running in UMDA-2 and not PIO mode?
As for a second drive, I would suggest a plain DVD-ROM unless you do a lot of burning.

I wouldn't touch that PSU with a ten foot pole. I'd strongly suggest not using it.
Can you give us a rundown of what you have tried already?
Also, can you give us your story, devilfish? Could help us find the problem.
1) What is your budget?
2) What video encoding software/codecs do you plan to use?
3) The motherboard/CPU you have listed are incompatible. This is the CPU you want.
4) I'd suggest looking for a cheaper motherboard based on a nForce chipset. Are you only looking for AGP motherboards...

I was looking at the Twinmos, but my motherboard only supports up to 3.0V for the RAM. And From what I've read, they don't really start OCing until you get to the 3.2V+ range.

I doubt that you really need a new PSU for this. I'd go ahead and try installing the videocard with your current power supply. I'd be surprised if it didn't work since Dell PSUs are definitely better than average.
Make sure you uninstall your previous graphics card drivers before you put in...
What are the rest of your system specs? I doubt the X600XT will stress a nice Dell PSU unless you've got a lot of other parts in there.
BTW, do you mean 350W? 305W is a strange wattage to rate a PSU at.
