I do know there are differences (or used to be) between memory modules. The number of layers in the PCB was one major difference at one point.

Backwards thinking.
Smaller pixel pitch (higher resolution) should not be an issue. You can increase the font size and (to some extent) resize pictures. An increase in pixels gives you more detail and an improved viewing experience.
OS and app issues should not dictate your pixel pitch...

I do not doubt that DX10 is an exclusive Vista (and newer) feature, but... The question then becomes: How many video card drivers will target Vista only? How much work is involved to support both Vista and XP in a single driver package?

Win2k is NT 5.0. XP is NT 5.1. The number of kernel changes (for the sake of stability) is as far as I know nil, nothing, nada. Same kernel, same basic stability. There's no magic "don't crash here" code. If you can point to relevant kernel changes, now would be a good time...

Well, you start with a dialog box 400 pixels wide, put a bunch of edit controls on it, and you set the font to ms sans serif (the wrong font to use btw). Then you run the thing on a large fonts enabled system, and half the controls will be partly obscured after the unforseen change in font size...
Consider yourself lucky. With a dialog-heavy application, this is a major design consideration and it certainly bogs down QA. Bottom line: There are plenty of software developers who are too lazy to bother. Maybe some get it right by accident, but not all do.
That said, it is the only way...

I've never seen MS write drivers, beyond add support for the most basic hardware (peripherals like mice and keyboards, plus SVGA modes without any 2D acceleration whatsoever).
