I have somewhat similar set up as you, mine started to artifact and it only got worse so I had to RMA. That temp you posted is a little hot though i'm only running things at stock (mine only gets to around 60-65C while playing BF3).
My power color 7970 is pretty loud once it gets to 40%+ fan speed, but I also have an open air case. I dont think 7970's in general are quiet if thats a big deal for you.

4.9 is a little steep right out of the gate with that chip. Is that cooler going to be adequate because the temps start jumping alot higher at 4.5< . stability also varies greatly at about 4.5 and up

I understand the basic concept of quantum computing and it only makes sense that its the next step in computing. However quantum anything is no beach read.
I think the way the test was meant to happen was that the person answering the problem would first go through all sorts of things mathmatically and finally take a step back and look at the overall picture,while another person who seees things in a simpler light wouldnt think to do math right off...
