I have a win 98(non SE) laptop with 64 megs of memory.

You will have to get drivers from the device manufacturer. There is no generic USB support. Or you could, you know, use an OS from this millennium. I have little sympathy for someone who can't get modern hardware to work with an OS from 1998.

How to partition a hard drive?

To a HDD manufacturer, 1 kilobyte = 1000 bytes. So 200 GB = 200,000,000,000 bytes. In Windows (and most OSs) 1 kilobyte = 1024 bytes. So the above 200,000,000,000 bytes will show up as 186 raw gigabytes or 190,734 megabytes. Technically, the HDD manufacturers are right.

XP Pro partitioning recommendations request

IMX, a paging file partition just doesn't work very well. Typically, Windows writes random information to the middle of the partition when it formats it (Sys Vol Info) and the paging file gets to straddle that and be forever fragmented.

Remove embedded Service Pack 1a

There were a number of patches from MS for Pre-SP2 WinXP that caused slowdown. Running anything less than the most up-to-date service packwith all patches is a really bad idea. The only time you shouldn't do it is when you have software you need that specifically doesn't work with it.

Keep in mind that running 1 stick of PC2100 and one or two stick(s) of PC3200 may result in a system that won't boot. Especially if you're using RAM from different manufacturers. IMX, about 10% of the time you try to mix brands and ratings, you get incompatible results.

good BT client?

I'm using Azureus 2.1.0.4 /w Java 1.5.0 beta 2 on a P4 1.6 Williamette /w 1GB RAM. Azureus.exe takes ~2M and 0% CPU. Javaw.exe takes about 50M with 2 torrents at ~0-3% CPU. I am using the Safepeer plug-in.

If you have 6 floppies, you can get to the recovery console with the XP setup disks. Another option is to keep GRUB and just erase Linux. It's not like the two need each other.

Will I encounter problems with a 400 FSB CPU and a mobo that only supports 333???

The CPU can adapt, but it will not run at it's rated speed and the BIOS may not detect it correctly or automatically. The final CPU speed is a multiple of the FSB speed, and you generally can't set the multiplier higher than the manufacturer rating.

Optical S/PDIF vs Coaxial S/PDIF

Coax is subject to EM interference. Optical is not. Optical cables are more expensive, more prone to damage, and can't be cut to length without some pretty specific equipment (not that doing the same to RCA is easy).

Hard drive size problem

Either the drive is only reporting that it has 33GB, or the BIOS is unable to read past 33GB. Check the jumper configuration of your HDD. Many of them have a compatability mode that foces them not to use LBA mode, capping you at 33.8 GB or 31.5 GiB. Double check your system BIOS to be sure...

To answer your basic RAID questions: http://www.acnc.com/04_01_05.html RAID 3 would also work for you, and might be cheaper. Keep in mind that hard drives are not considered reliable long-term storage methods. Your best bet is DVD±R and a controlled atmosphere storage location.
