SP2 was built in to this disk of windows xp. It was installed and updated before anything else on a brand new hard drive. We pretty much followed that install path as well.
Since I wont be able to get another card anytime reliably soon there may be some other ideas.

No its always in effect in the retail version but it wasnt in either of the two demos they released. Ive tried multiple settings to no effect. No other textures are influenced exept for the water. I cant understand why the demo looked fine but the full version like this.

Thanks Shadenfroh, I got to follow thru the worklist you sent. There were a few files in the list that werent there, but the system doesnt have popups anymore and i dont feel any performance loss from it under certain apps. Ill keep a watchfull eye on it for the next few days.
