CPU-Z, CPUID, SiSoft, ... all these programs will report the wrong frequency and FSB:DRAM ratio. Your memory is actually running 400Mhz and 4:3 ratio. Next step is to try to run 1T if it works stable for you.

Flexibility slows down performance a lot to gain compability. So if possible, it should always be disabled. Also, you shouldn't use CPU-Z because it doesn't recognise the memory settings of this chipset correctly. Use HWiNFO32 instead. Just make sure you set the memory to DDR400 because AUTO...

CPU-Z can't read the correct memory settings of this chipset. Try HWiNFO32.
