    I can sleep with constant noise, it's just the intermittent stuff like car alarms, clock alarms, etc that bothers me. Actually, if it drowns out the noise from the apartment above me, that would rock. Like I said, my fan controller will drop the speed by half and that should get rid of the noise.

    Your problem is most likely the motherboard. If it was just the CPU, you would at least get a CPU POST error. I deal with this problem on many occasions and it's most likely a shorted mobo. Buy a new mobo and a surge protector.
