Catalyst 1900 Series

Quick question, is this switch (Catalyst 1900 Series) capable of running at 100 full duplex or is it limited to only 10 meg? I have 4 computers connected to this and only one computers connects at 100 while the others connect at 10? Thanks in advance.

Anyone out here know of a good device to throttle bandwidth or software for a T1 line? Problem. We have a T1 line and and we lease part of the T1 to other clients. But we wish to throttle their bandwidth to a just cable connects since thats all they are paying for. Any suggestions?
