No, you don't need to put a fan with the air duct. The cpu fan will do just fine pulling air in on top of it. That is if the air duct line up on top of the cpu.....

I just made a thread about this and I purchased the side ducts from Antec. The inlet side of the tube is the 80mm size but the other end which sets on top of the cpu fan is flared out and the length of the tube is also adjustable.

Well yes, in a way. But this way your using the cpu fan to draw in the cool air right on top of it, thus eliminating the need for another fan. I've noticed also that the cpu fan isn't revving up anymore even under a load, but is still staying cooler. I can feel a pretty good flow of air...
