I live in a condominium complex and occassionally around 6-10 pm (after everyone gets home from work) my mouse acts up. It sticks and sometimes I can't get it to work. I'm assuming this is being caused by my neighbors using their appliances.
My question is, is there any why to counter this...

Depending on what else you have running it's near the basic requirements for a 6800 Ultra. I would suggestion upping the power in case you want to expand later.

AGP is not dead. PCI-e card right now isn't any faster than any AGP card. Although next generations cards might be faster there is no guaranty that it will be a significant improvement over current AGP speeds. The real advantage of PCI-e I think will come from peripherals.
I think PNY is being difficult. I wouldn't tell them how the card was aquired. I don't think the method of aquisition has anything to do with the warranty. You still might need proof of purchase. I would look into finding anything that might help him out there.
