I have a fully water cooled system with a Asus P4C800-E Deluxe MB and a P4 3.2ghz Prescott running at 4.0Ghz.
I am also running with 4GB of DDR 500 Ballistix Ram.
I am also running a high end Nvidia QuadroFX graphics card, so I am not sure how it will deal with overclocking.

You can easily spend $300+ on a well done sysetm.
Take a look at some of the Danger Den kits.
You can modify them to get what you want.
Not cheap stuff, but I prefer DD over any other brand.
Water cooling is a great alternative to liquid cooling if it is necessary.
I water cooled my rig because of the monster performance increase for running large analysis jobs for very long periods of time (100 hrs @ 100% system utilization).

Water cooling kits are very adaptable.
You may need to be new cooling blocks when you upgrade things, but not the whole system.
Keep the heat capacity of the system in mind when you build it.
If you are going with 2 CPU's or 2 GPU's, start adding up the wattage that each component can produce...
