Best CRT under $400

Consider the Sony G420 and the G520 - they are 19" and 21". For whatever its worth, the G520 was Maximum PC's Monitor Pick for the past 4 years (until it got ousted by the HP 2304 and the Dell 2001FP (both LCDs :D). Is there are reason why you *need* a CRT? Because you can buy a 19" LCD...

What difference does a top end sound card make?

Which LCd to get?

if you will ever read text using the LCD - like read websites, pdf docs, etc. then definitely get a monitor with DVI - the text is unbelievably sharp compared to VGA input. I did some research and finally settled on the 2001FP - great bang for the buck in my opinion.

Gaming on LCD monitor

I have the 2001FP and it rocks for gaming - even at non-native resolutions - I play at 1280x960 and it upscales it very very nicely - in fact the textures are much much crisper than on my Sony 21" crt monitor - my monitor is 16ms so I guess that does make a difference.

Whistling 2001FP LCD

yep, my brand new one does the same thing - when it wakes up from having gone to standby when I havent used it for like 15 minutes. But once it wakes up (2-3 sec) it doesnt do that, or atleast I cant hear it. My PC isnt that loud either.
